Act 70 of 2014 directed the State Board of Education to conduct a study regarding the manner in which instruction in the Holocaust, genocide and human rights violations currently is offered by school entities in the Commonwealth. In conducting this work, the Board is to request that each school entity provide information concerning whether the school entity offers such instruction and the manner in which such instruction is offered.
The Board is directed to make a report to the Governor, the Secretary of Education, the Chairman and Minority Chairman of the Senate Education Committee, and the Chairman and Minority Chairman of the House Education Committee that addresses: the number of school entities currently offering instruction in the Holocaust, genocide and human rights violations; the number of school entities using the Department of Education’s related curriculum guidelines; the number of school entities using related in-service training programs made available by the Department of Education; and a description of the manner in which such instruction is offered, including the number of hours of instruction offered, the grade levels at which such instruction is offered, and the course within such instruction is integrated. The report also is to include recommendations for improvements to the offering of instruction in the Holocaust, genocide and human rights violations, including recommended legislation.
If the Board determine that less than 90 percent of school entities are providing instruction in the Holocaust, genocide and human rights violations consistent with Act 70, then the Board is directed to promulgate regulations that would require school entities to offer such instruction.
To carry out this work, the Board designated an Ad Hoc Committee on Holocaust, Genocide and Human Rights Violations Instruction. The Committee developed a survey tool to gather the necessary information from school entities. The Committee is in the process of surveying school entities and reviewing the feedback provide to inform the report required by Act 70.
